South Harrison Community Development (SHCD) was established in 1984.  SHCD was formed to promote and encourage the growth and orderly development of the community for the benefit and welfare of the citizens thereof.  SHCD is housed in the South Harrison Community Center.  The South Harrison Community Center was deeded to SHCD by the South Harrison Community School Corporation.  The facility served as a school from 1939 through 1986.  Major renovation of the facility began in 2007 funded by the Harrison County Community Foundation.

SHCD runs a food pantry, donates food baskets to families in need during the Christmas season, donates gifts to  children for Christmas through the local Ginger Bread Tree program, operates a meals on wheels program, hosts open gym on Tuesday nights, houses the Elizabeth branch of the Harrison County Library, and provides rental facilities to the community for various community and personal events.
